MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 107-a, June 29, 1967 ] CLARIFICATION OF MEMORANDUM CIRCULAR NO. 107 Memorandum Circular No. 107 of this Office is hereby clarified to apply only to contracts (1) entered into by the different departments, bureaus, offices and agencies of the National Government, including the various government owned and/or controlled corporations, self-governing commissions, boards and agencies; (2) involving private financing schemes, and (3) where the whole contractual amounts are not covered by existing appropriations.1âшphi1 By authority of the President: (Sgd.)
