[ Memorandum Circular No. 103, February 28, 1967 ]

URGING LOCAL GOVERNMENTS AND CERTAIN AGENCIES OF THE NATIONAL GOVERNMENT TO NOMINATE PARTICIPANTS IN TRAINING PROGRAMS AND LIKE ACTIVITIES OF THE LOCAL GOVERNMENT CENTER.

WHEREAS, there has been established as an integral part of the College of Public Administration, University of the Philippines, the Local Government Center for the acquisition and dissemination of more knowledge or understanding of the various processes and problems of local government at all levels;

WHEREAS, the Center shall serve as the base for an integrated program of research, training and technical assistance for local government improvement;

WHEREAS, training seminars and like activities will be conducted by the Center in pursuance of its objectives;

WHEREAS, this Office sees in the Center a fine opportunity for the initiation and development of action programs for the better management of municipal, provincial, and regional affairs;

WHEREFORE, all local government subdivisions and such agencies of the national government as have units within the territorial limits of the province where a training program of the Center will be conducted are hereby urged to nominate participants therein, subject to acceptance by the Center which shall limit, at its discretion, the number of participants to be admitted to a particular training activity. With respect, however, to the nominees of said national government units, the Center shall determine their acceptability on the basis of the appropriateness of the functions of their office in relation to the subject matter or objective of the particular training program to be conducted. The participation of those accepted shall be official business, the expenses for which are hereby authorized to be taken from such funds of the offices concerned as may be available for the purpose, or from their savings pursuant to Section 6 of RA No. 4223.1âшphi1
