MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 81, November 8, 1966 ] ENJOINING DEPARTMENT SECRETARIES CONCERNED TO AUTHORIZE THE ATTENDANCE OF THEIR REPRESENTATIVES IN THE PROVINCES MENTIONED HEREIN IN THE NORTHERN MINDANAO EXECUTIVE’S SEMINAR TO BE HELD AT ILIGAN CITY FROM NOVEMBER 14 TO 18, 1966. The Presidential Arm on Community Development has scheduled a seminar on Public Administration and Community Development for Provincial Executives and other officials within the VI Community Development Region comprising the provinces of Surigao del Norte, Agusan, Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, Misamis Occidental and Zamboanga del Norte, for the period November 14 to 18, 1966 at Iligan City.1âшphi1 In view of the benefits expected to be derived therefrom, it being designed to further promote the effective implementation of the Administration’s community development program, Provincial Governors, Provincial Vice-Governors, Provincial Board Members, Provincial Treasurers, Provincial Auditors, Public Works District Engineers, Highway District Engineers, Provincial Agriculturists, Provincial Health Officers, NAWASA District Engineers, and Provincial Commanders, within the VI CD Region who have been invited by the PACD, are hereby authorized to participate in this seminar. Their attendance shall be on official time and with official exp chargeable against the appropriations of their respective officers, except food and lodging which shall be borne by the PACD, subject to the availability of funds and the usual accounting and auditing requirements.
