MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 74, September 9, 1966 ] REQUIRING PRIOR CLEARANCE WITH THE APPOINTMENTS SECRETARY OF THIS OFFICE OF ALL APPOINTMENTS TO SEE THE PRESIDENT OF THE PHILIPPINES. It has been observed that a number of government officials go directly to the President of the Philippines to take up official matters without making prior appointment therefor with the Appointments Secretary of this Office which, unhappily, resulted in the discuption of the schedule of the President on a given day. in order to avoid similar incident in the future and in fairness to all concerned, all government officials and employees who would like to see the President are hereby required, to make prior appointments with the Appointments Secretary of this Office.
