[ Memorandum Circular No. 71, September 2, 1966 ]
URGING ALL GOVERNMENT OFFICES TO LEND SUPPORT TO THE CONTESTS ON COURTESY SPONSORED BY THE CONFEDERATION OF GOVERNMENT EMPLOYEES ORGANIZATIONS, INC. (COGEO).
In Proclamation No. 155, series of 1965, as amended by Proclamation No. 449, series of 1965, the fourth week of January of each year ha3 boon designated as Courtesy Week, and in Memorandum Circular No. 5 of this Office dated June 50, 1966, all government officials employees are enjoined to practise courtesy and all government offices to launch a continuous campaign for a courteous civil service.1âшphi1
As a fitting activity in observance of Courtesy Week next January and in line with the directive Contained in the aforesaid Memorandum Circular No. 57, the Confederation of Government Employees Organizations, Inc. (COGEO) is sponsoring two nation-wide contests: one for the “Best Courtesy Code” and the other for the “Best Courtesy Slogan.” This Office lauds the purpose behind these contests—to help instill courtesy consciousness in the mind of public employees—and commends the COGEO for its cooperative spirit in launching the contests.
To lend support for the success of the contests aimed at promoting the objectives of Courtesy Week and of Memorandum Circular No. 57 mentioned above, all departments, bureaus and offices, including local governments and corporations owned or controlled by the government, are hereby urged to extend all possible assistance to the COGEO. It is also requested that they give wide publicity to the contests among the officials and employees under them and thus bring about the greatest possible participation of government personnel in the contests. The encouraged individual participation of government officials and employees in the contests would, it is hoped, have the salutary effect, through Self effort, of imbibing in themselves the value of courtesy and thus influence them in practising it in their day-to-day activities.
By authority of the President
