TO: ALL PROVINCIAL GOVERNORS, CITY AND MUNICIPAL MAYORS AND THE CHIEF OF CONSTABULARY;
Your attention is invited to the unnumbered Provincial Circular dated April 13, 1960, of this Office, copy enclosed, relative to the disbanding of all municipal and barrio or rural policemen and special agents without compensation.
The past and present performances of these peace officers who are not being duly compensated, leave much to be desired. They had been utilized for partisan political ends during election periods and, at other tides, to further the selfish and illegal personal interests of those who appointed them. Many of them are still engaged in unsavory activities, including the mulcting of passenger and freight trucks along the highways, and have even proved to be deterrents to our all-out peace and order drive.
By reason thereof, it is earnestly requested that the Provincial Governors and City and Municipal Mayors now [terminate the services of all special and confidential agents, all municipal, barrio and rural policemen, and other peace officers similarly situated, who are not receiving regular compensation.
The appointments of the aforementioned personnel being illegal, the Chief of Constabulary shall, thirty days Iron receipt hereof, conduct an intensive campaign to arrest all these personnel, confiscate their firearms and initiate their prosecution for usurpation of authority, illegal possession of firearms and other violations of our criminal laws.1âшphi1
The Chief of Constabulary shall report to me the implementation of this directive within sixty days from receipt hereof.
