MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 67, August 15, 1966 ] PROHIBITING GOVERNMENT AGENCIES AND OFFICIALS FROM COMMITTING THE PHILIPPINE GOVERNMENT TO PARTICIPATE IN INTERNATIONAL FAIRS AND CONFERENCE HERE OR ABROAD. It has come to attention of this Office that certain government agencies and officials have made commitments to international organizations and other foreigngroups for the Philippine Government to participate international fairs, conference, seminars, training programs and other similar activity here or abroad involving expenditure of government funds without proper authority from the Office of the President. Effective immediately, government agencies and officials are hereby strictly on joined to refrain from making such commitment without the prior approval of, or express authority from, the Office of the President.1âшphi1 By authority of the President (SGD.)
