TO: ALL JUDGES OF THE COURTS OF FIRST INSTANCE:
The resurgence of criminality throughout the country, which has reached alarming proportions, demands special concern from all branches of the government.
On the part of the executive branch, we have already taken extraordinary steps calculated to blunt the rising tide of criminality, particularly in cities sand other densely populated areas. We intend to institute additional measures soon.
With respect to the legislative branch, there are some important anti-crime bills new pending in Congress, which I shall include in the agenda of the coming Special session next month, and it is may expectation that Congress will pass those bills.
I now call upon the judiciary to do its share in the gigantic task. Pending the creation of the special courts envisioned under House Bills Nos. 9801 and 9802, may I personally appeal to all Judges of the Courts of First Instance to exert a little more effort and give performance to the expeditious trial of all the major criminal cases now pending in their respective courts.
I have just directed the Secretary of Justice to furnish me with a monthly statistical report on the number of major criminal cases pending in every Court of First Instance and the disposition thereof, so that I can personally keep tab of the status of each cases and the performance of every judge of First Instance.1âшphi1
