MEMORANDUM CIRCULAR NO. 54
TO: |
ALL JUDGES, FISCALS, PROSECUTORS AND ALL CONCERNED: |
WHEREAS, the worsening crime situation in the country calls for renewed efforts not only on the part of the lawenforcement agencies but also on the part of our Judicial machinery to the end that all criminal complaints and cases nay be disposed of expeditiously;
WHEREFORE, it is hereby directed that:
1. Preliminary investigation of cases must be expedited;
2. Postponement of hearings should be reduced to the lowest minimum;
3. Resolution of cases submitted for decision should be expedited, including petitions for reconsideration;
4. Records of appeal should be promptly elevated to the court concerned; and
5. Such measures as may be necessary for the speedy termination of criminal cases within their respective jurisdictions should be devised.1âшphi1
