URGING THE CAREFUL AND PROPER SELECTION OF NOMINEES TO LOCAL TRAINING PROGRAMS OF THE GOVERNMENT.
It has come to the attention of this Office that some agencies send participants to training programs conducted or sponsored by the government primarily to dispense with their services, rather than to meet their training needs. Such practice is determinal to the service and contravenes sound management principles.
To put a stop to this practice and in order to derive the fullest advantage from local training programs of the government, all heads of agencies within the Executive Branch, including government-owned or controlled corporations, are hereby enjoined to exercise due care in the selection of nominees to such training grant. Proper consideration should be given to the prospect or assurance of utilizing the knowledge and skills gained by the trainee upon return his agency. For this purpose, training institutes or other government entities conducting training programs shall accept only those whose duties pertain or are relevant to the training course, and shall require in their application forms as commitment by the agency head concerned that the nominee shall perform or be assigned work requiring full use of the training to be acquired by him.1âшphi1
