AUTHORIZING THE CIVIL SERVICE COMMISSION TO HOLD REGIONAL SEMINARS ON PUBLIC ADMINISTRATION.
In order to effectively carry out the provisions of Section 25 of Republic Act No. 2260, the Civil Service Commission, through its Regional Offices and with the cooperation of the Personnel Officers Association of the Philippines, Inc., hereby authorized to conduct regional seminars on public administration as hereunder indicated:
a. Dagupan City July 5-7, 1966 |

b. Naga City Aug. 16-18, 1966 |
(Regions embraced: Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate and Legaspi City) |
c. Iloilo City Oct. 25-27, 1966 |
(Regions embraced: Negros Occidental, Romblon, Antique, Capiz, Iloilo, Aklan, Roxas City, Bacolod City, Silay City, San Carlos City) |
d. Cebu City Nov. 22-24 1966 |
(Region embraced: Negros Oriental, Bohol, Leyte, Leyte del Sur, Samar, Cebu, Davao City, Lapu-Lapu City, Dumaguete City, Toledo City, Calbayog City, Ormoc City) |
e. Tuguegarao, Cagayan Dec. 13-15, 1966 |
(Regions embraced: Cagayan, Isabela, Nueva Vizcaya and Batanes) |
Each seminar will be geared to the theme:”Developing Executive Skills for Dynamic Management,” and will feature, among other things, discussions on current problems of the executive and the difficulties that he must meet in the faces of changes that are now taking place in the reshaping of the national economy.
All departments, bureaus and offices of the national government, including government-owned or controlled corporations, with branches or units in the regions affected, are hereby authorized to send not more than two (2) participants from such branches or units to the seminar to be held in their respective regions. Provincial, city and municipal governments are likewise authorized to send not more than two participants each to the corresponding regional seminar. Their attendance shall be on official time with expenses for transportation, lodging, subsistence, and seminar fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.1âшphi1
The participants shall submit to their respective agency needs a report of their attendance in the seminar.
