MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 45, May 26, 1966 ] AUTHORIZING THE ATTENDANCE OF CERTAIN LOCAL OFFICIALS IN A CONFERENCE ON PEACE AND ORDER. A conference of Mayors and Chiefs of Police of certain municipalities of the provinces of Rizal and Bulacan will be held at Camp Crame, Quezon City, on May 27, 1966, under the auspices of the Philippine Constabulary. The conference is designed to promote closer coordination and harmonious relationship among the mayors and members of local police forces and the Philippine Constabulary in achieving police goals, maximizing support for the anti-smuggling drive and other top priority peace and order projects of the Administration, and giving added emphasis on police duties and responsibilities. This is demanded by the immediate need to arrest the upsurge of lawlessness and criminality and geared towards the Administration’s overall objective of complete restoration of peace and order in the country and of enhancing the people’s confidence not only in the law enforcing agencies but in the whole government as well.1âшphi1 The Municipal Mayors and Chiefs of Police of Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Navotas, Parañaque, Pasig and San Juan, all of Rizal; and of Valenzuela, Bulacan, are hereby authorize to attend this conference. Their attendance is on official time, with reasonable expenses for transportation and per diems chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
