MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 40, May 9, 1966 ] AUTHORIZING THE ATTENDANCE OF MUNICIPAL MAYORS IN THE SECOND MUNICIPAL EXECUTIVE SEMINAR TO BE CONDUCTED BY THE PACD. The Presidential Assistant on Community Development will conduct the Second Municipal Executives Seminar for municipal mayors within the II Community Development Region from May 29 to June 3, 1965, at the Community Development Center, College, Laguna. The objectives of the seminar are geared toward a better and broader insight of local officials into the importance of their role in the overall community development scheme.1âшphi1 Municipal mayors from the provinces of Bataan, Batangas, Bulacan, invite, Laguna, Marinduque, Mindoro Occidental, Mindoro Oriental, Palawan, Pampanga, Quezon, Rizal and Romblon, are hereby authorized to attend the seminar. Their attendance shall be on official time and traveling and other expenses to be incurred by them in connection therewith shall be chargeable against the appropriations of their respective municipal governments subject to the availability of funds and the usual accounting and auditing requirements.
