[ Memorandum Circular No. 38, May 6, 1966 ]
ENJOINING ALL GOVERNMENTAL ENTITIES TO COMPLY STRICTLY WITH THE RULES PRESCRIBED FOR THE OBSERVANCE OF THE PHILIPPINE NATIONAL FLAG AND NATIONAL ANTHEM AND TO CIRCULARIZE SAID RULES WITHIN THEIR RESPECTIVE AREAS OF INFLUENCE.
1. It has been observed that the provisions of Executive Order No. 157, series of 1965, revising Executive Order No. 321, series of 1950, which prescribed he Code of the National Flag raid the Anthem of the Republic of the Philippines, have not boon complied with.
2. As reverence and respect for the accepted symbols national solidarity are indicative of true patriotism and love of country, all heads of departments, bureaus, offices and agencies of the government, including government owned or controlled corporations and institutions learning, are hereby enjoined comply strictly with the rules prescribed for the observance of the Philippine National Flag and National Anthem under Executive Order No. 137 series of 1965, and to circularize its provisions within their respective areas of influence.
3. Any official or employee who fails to perform his duties under this circular shall be administratively dealt with.1âшphi1
