MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 35, April 26, 1966 ] AUTHORIZING THE HOLDING OF THE THIRD NATIONAL CONFERENCE OF THE PHILIPPINE ASSOCIATION FOR GOVERNMENT BUDGET ADMINISTRATION. The Philippine Association for Government Budget Administration (PAGBA), in cooperation with the Budget Commission, will hold its Third Annual National Conference on May 25-27, 1966, in Legazpi City, on the theme: Fiscal Discipline Through Effective Budgeting. The conference complements the Administration’s policy of fiscal restraint and has the following twin objectives: (1) To underscore the need for fiscal restraint through affective budgeting; and (2) To fester professional growth and career development in the public service among budget personnel.1âшphi1 Heads of departments and chiefs and bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send not more than two (2) of their employees concerned with budgeting work to attend this conference. As a cooperating agency, the Budget Commission may send thereto not more than five (5) delegates, including conference officials. Their attendance shall be on official time and their expenses for transportation, subsistence, lodging and conference fees is connection therewith shall be chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
