[ Memorandum Circular No. 31, April 11, 1966 ]

AUTHORIZING THE ATTENDANCE OF CERTAIN LOCAL OFFICIALS IN A JOINT CIVILIAN-MILITARY CONFERENCE ON LAW ENFORCEMENT.

A joint civilian-military conference designed to promote stronger civilian-military alliance for more effective law enforcement, particularly with respect to the anti-smuggling drive, will be held on May 12-13, 1966, at the Rizal Capital Social Hall, Pasig, Rizal, under the auspices of the II PC Zone Command.

The conference is timely in the light of the Administration’s campaign against smuggling and other forms of lawlessness. It is a recognition of the imperative need to enlist the full support and cooperation not only of local officials but of the civilian population as well in the drive against crime.1âшphi1

The provincial governors of Rizal, Cavite, Batangas, Laguna, Quezon, Camarines Norte, Camarines Sur, Albay, Catanduanes, Sorsogon, Marinduque, Occidental Mindoro, Oriental Mindoro and Palawan, as well as the city mayors of Quezon, Caloocan, Pasay, Cavite, Tagaytay, Trece Martires, Lipa, San Pablo, Lucena, Naga and Legaspi are hereby authorized to attend the conference. Their attendance shall be on official time, with reasonable-expenses for transportation and board and lodging chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
