[ Memorandum Circular No. 29, March 30, 1966 ]
PRESCRIBING CERTAIN PROCEDURES IN THE PREPARATION AND SUBMISSION OF PROPOSED LEGISLATIVE MEASURES
WHEREAS, a Bills Coordinating Committee in the Office of the President has been constituted to assist primarily, through appropriate and coordinated procedures, in securing the expenditious enactment of proposed legislative measures of the Administration which are vital to the economic programs and other plans of the Government;
WHEREAS, it is imperative that in the preparation of such legislative proposals, utmost consistency with the overall plans of the Government he achieved so as to forestal the possibility of confusion and embarrassments resulting from offices or- entities working at cross-purposes with the Administration’s legislative program;
WHEREAS, there is an urgent need for an orderly, systematic and coordinated procedure in the determination and submission of proposed bills.
WHEREFORE, all departments, bureaus, offices, agencies and instrumentalities of the Government, including government-owned or controlled corporations, are hereby enjoined to course their respective legislative proposals in proper bill form, together with comprehensive studies in writing and position papers relative thereto, in thirty (30) copies, through the Bills Coordinating Committee, C/O the Presidential Assistant on Legislative Affairs, Malacañang, Manila, before the same are submitted to Congress.
