MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 21, March 14, 1966 ] URGING ATTENDANCE IN THE SEVENTH NATIONAL CONFERENCE OF GOVERNMENT TRAINING OFFICERS. The Government Training Officers Association of the Philippines, Inc. (GTOAP), with the technical assistance of the Civil Service Commission and the Graduate School of Public Administration of the University of the Philippines, will hold its Seventh National Conference on May 4-6, 1966, Manila or suburbs, on the theme: “The Role of Training Government Reform and Improvement.” The Conference will explore all possible ways of effecting a more aggressive and effective training program in the entire governmental machinery with a view to further improving personnel attitudes, abilities and capabilities. All heads of departments and chiefs of bureaus and offices, chartered cities, provincial and municipal governments, including government-owned or controlled corporation, are hereby authorized to send their training officers and/or their assistants to this Conference but in no case shall there be mere than two (2) delegates from each agency. This limitation in number does not include conference officials. Their attendance shall be on official time and their expenses for transportation, subsistence, lodging and conference fees in connection therewith shall be chargeable against the appropriations of their respective offices, subject tothe availability of funds and the usual account and auditing; requirements.
