AUTHORIZING THE HOLDING OF THE SEMINAR ON ANTI-SMUGGLING.
The Administration is committed to the eradication of all forms of smuggling within the shortest time possible and with the least expenditure of time, effort and money. The tasks involved are being carried out by many government offices and agencies. Although these various offices and agencies have their respective specific functions and tasks, their objectives and activities are closely related and oftentimes do overlap. In view of the pressing situation into which the problem of smuggling has developed and in order to secure added bases for the formulation or reformation of plans for a more effective and well-coordinated anti-smuggling effort, the holding of a seminar on the subject is hereby authorized.
The Department of National Defense will be responsible for the planning, scheduling and conduct of the seminar. All other Departments and offices involved in the anti-smuggling drive are hereby enjoined to send their key officials to participate in the seminar upon request by the Department of National Defense.1âшphi1 Their expenses in connection therewith shall be chargeable against the appropriations of their respective offices subject to the availability of funds and the usual accounting and auditing requirements.
