To all Heads of departments, bureaus, offices, agencies and instrumentalities of the government, including the provincial, city and municipal governments and government-owned or controlled corporations. In connection with Proclamation No. 342, date December 29, 1964, declaring January 1 to 7 1965, as Flag Week, it is hereby directed that as many flags as possible be displayed in government offices, entities and establishments so as to make the observance of the week more effective and commemorative throughout the country.1âшphi1 By authority of the President: JUAN S.
