[ MEMORANDUM CIRCULAR No. 23, s. 1963, April 30, 1963 ]
REQUIRING ALL GOVERNMENT OFFICES TO SETTLE THEIR OVERDUE ACCOUNTS WITH THE BUREAU OF PRINTING.
1. Information from the Bureau of Printing revealed that many government offices have accounts with the Bureau of Printing which are long overdue. As a result of this delay in the payment of accounts, the Bureau’s Revolving Fund, from which the funds for the purchase of printing supplies and materials are derived, is fast dwindling.
2. In order to enable the Bureau to meet the government printing requisitions, all government offices, including corporations owned and controlled by the government, which have overdue accounts with the said Bureau are hereby directed to settle their accounts as soon as possible.1âшphi1
3. Strict compliance herewith by all concerned is enjoined.
