[ GENERAL ORDER NO. 19, January 06, 1973 ]

AUTHORIZING THE ARREST AND DETENTION OF ANY PERSON FOR VIOLATION OF PRESIDENTIAL DECREE NO. 90 DATED JANUARY 6, 1973

General Order No. 2 dated September 22, 1972, as amended by General Order Nos. 2-A, 2-B, 2-C and 2-D, is hereby further amended to include the following provisions:

"23. Any person who shall utter, publish, distribute, circulate and spread rumors, false news and information and gossip, or who causes the publication, distribution, circulation or spreading of tho same which cause or tend to cause, panic, divisive effects among the people, discredit of or distrust for the duly constituted authorities, undermine the stability of the Government and tho objectives of the New Society, endanger tho public order, or cause damage to the interest or credit of the State."
