[ EXECUTIVE ORDER NO. 110, March 24, 2026 ]

DECLARING A STATE OF NATIONAL ENERGY EMERGENCY AND AUTHORIZING THE UNIFIED PACKAGE FOR LIVELIHOOD, INDUSTRY, FOOD, AND TRANSPORT

WHEREAS, recent hostilities in the Middle East involving the United States of America, Israel, and Iran have heightened geopolitical tensions in the region that plays a critical role in global oil production and transportation, creating uncertainty in global energy markets, severe disruptions in supply chains, and significant volatility and upward pressure on international oil prices, thereby posing a threat to the country's energy security;

WHEREAS, the closure of the Strait of Hormuz, a critical energy corridor for global oil shipments, disrupts the flow of petroleum products to international markets and constrains global fuel supply, with corresponding implications on the stability and adequacy of our domestic energy supply;

WHEREAS, as a net importer of petroleum products, the Philippines remains highly dependent on external sources of fuel supply and is therefore vulnerable to disruptions in global oil production and transportation, which may affect the availability and timely delivery of petroleum products necessary to sustain domestic energy requirements;

WHEREAS, the Secretary of Energy has determined that the foregoing circumstances pose an imminent danger of a critically low energy supply and that urgent measures are necessary to ensure the stability and adequacy of the country's energy supply;

WHEREAS, Section 25 of Republic Act (RA) No. 7638, otherwise known as the Department of Energy Act of 1992, authorizes the President, upon determination and recommendation of the Secretary of Energy, to declare a critically low energy supply or imminent danger thereof, and authorize the implementation of the fuel and energy allocation plan and other energy conservation measures;

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control of all Executive departments, bureaus, and offices, and the mandate to ensure the faithful execution of laws;

WHEREAS, pursuant to Section 4, Article X of the Constitution, the President shall exercise general supervision over local governments; and

WHEREAS, the declaration of a state of national energy emergency will enable the government, through the DOE and other concerned agencies, to implement responsive and coordinated measures under existing laws to address the risks posed by disruptions in the global energy supply and the domestic economy;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order as follows:

Section 1. Declaration of National Energy Emergency. A state of national energy emergency is hereby declared in light of the ongoing conflict in the Middle East, and the resulting imminent danger posed upon the availability and stability of the country's energy supply.

Section 2. Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT). To safeguard national interest by ensuring the stability of domestic energy supply, the uninterrupted delivery of essential services, the continuity of economic activity, and the welfare of all citizens, particularly vulnerable sectors, and to mitigate the impact of the conflict in the Middle East, the UPLIFT is hereby adopted as the government's coordinated, whole-of-government response framework, consisting of energy supply management measures to be implemented by the DOE and its attached agencies, and complementary measures to support consumers and affected sectors to be implemented by concerned agencies.

Section 3. UPLIFT Committee. The UPLIFT Committee is hereby convened to oversee and coordinate the implementation of UPLIFT. The UPLIFT Committee shall be composed of the following:

Secretary, Department of Economy, Planning and Development (DEPDev)

Secretary, Department of Budget and Management (DBM)

The DEPDev shall serve as the Secretariat of the Committee and provide the necessary technical and administrative support.

Section 4. Powers and Functions. The UPLIFT Committee shall perform the following functions:

a. Monitor and ensure the continued and orderly movement, supply, distribution, and availability of fuel, food, medicines, agricultural products, and other essential goods;

b. Ensure the continuity of the operation of public transportation, public services, public utilities, healthcare facilities, and other critical establishments and infrastructure;

c. Safeguard economic stability, while protecting vulnerable sectors from adverse impacts and severe disruptions caused by the ongoing crisis in the Middle East;

d. Ensure the timely, efficient, unhampered delivery of public services, including accelerating and streamlining all processes for new and pending applications or renewals of permits, licenses, clearances, certifications, or authorizations;

e. Formulate long-term demand-side solutions and strategies to decrease consumption of petroleum products across residential, commercial, industrial, and public utility sectors, including accelerating the transition to renewable energy through the use of electric vehicles in mass transport, integration of renewable energy in agriculture, logistics, and manufacturing, development of active transport infrastructure, and supporting behavioral change through public awareness campaigns;

f. Constitute sub-committees as may be necessary, and invite other departments, agencies, government-owned or -controlled corporations (GOCCs), governmental financial institutions, and relevant stakeholders to support the effective implementation of this Order;

g. Convene as may be necessary to monitor developments and coordinate implementation of UPLIFT;

h. Obtain such reports from concerned agencies as may be necessary, and submit consolidated reports to the President, to facilitate effective monitoring, coordination, and oversight of the implementation of UPLIFt; and

i. Perform such other functions as may be necessary or incidental to its purpose, or as may be directed to the President.

Section 5. Energy Supply Management Measures. The DOE is directed and authorized to take appropriate measures to safeguard the stability and adequacy of the country;s energy supply and mitigate the adverse effects of disruptions in global energy supply markets. These measures shall be implemented consistent with existing laws, rules, and regulations, and may include, but are not limited to:

a. Implementation of the fuel and energy optimization plans, such as prudent energy management and load adjustments;

b. Adoption and enforcement of appropriate energy conservation measures;

c. Coordination with relevant government agencies and instrumentalities to ensure the stability of energy supply and mitigate the impact of rising fuel costs on electricity generation and consumer prices;

d. Taking action against hoarding, profiteering, and supply manipulation, including such measures to address sudden or extraordinary increases in petroleum product prices arising from such acts, to protect consumer interests and market integrity;

e. Exercise such powers authorized in times of emergency provided under applicable laws, including but not limited to RA No. 8479, otherwise known as the "Downstream Oil Industry Deregulation Act of 1998, RA No. 12120, otherwise known as the "Philippine Natural Gas Industry Development Act, and RA No. 9511 or "An Act Granting the National Grid Corporation of the Philippines a Franchise to Engage in the Business of Conveying or Transmitting Electricity Through High Voltage Back-Bone System of Interconnected Transmission Lines, Substations and Related Facilities, and for Other Purposes";

f. Directing the DOE's attached agencies and GOCCs including but not limited to the Philippine National Oil Company (PNOC) and PNOC Exploration Corporation (PNOC-EC), to assist in ensuring the stability and adequacy of the domestic fuel and energy supply, including monitoring of the supply, distribution, and availability of fuel and other energy sources, and the procurement of fuel and related petroleum products, as may be necessary.

For this purpose, the DOE, PNOC, and PNOC-EC are authorized to undertake the procurement of required fuel and petroleum products to ensure a timely and sufficient supply, and when deemed necessary, as certified by the Secretary of Energy, to make advance payment of an amount exceeding 15% of the contract amount, in accordance with applicable laws, rules, and regulations;

g. Adopt and implement a resource conservation and prioritization mechanism, and may recommend to the Energy Regulatory Commission (ERC) when warranted by extraordinary price volatility or risks to electricity supply reliability, the adoption of appropriate regulatory measures in the operation of the Wholesale Electricity Sport Market (WESM), including the possible suspension of market operations or the declaration of a temporary market failure, in accordance with existing laws, market rules, and regulatory procedures.


The resource conservation and prioritization mechanism, as determined by the DOE, shall consider the optimal dispatch of power plants, taking into consideration grid reliability, priorities in the use of cheaper technologies, and the conservation of fuel that will mitigate price impact and prolong supply. The DOE and ERC are authorized to issue the necessary implementing guidelines, rules, and regulations;

h. Adoption and implementation of measures to accelerate the availability and connection of additional generation capacity to ensure the timely delivery of energy to consumers. For this purpose, concerned entities, including the National Transmission Corporation, the System Operator, ERC, and the Independent Electricity Market Operator of the Philippines, are enjoined to facilitate and expedite, within their respective mandates, the processing of permits, clearances, and approvals and to undertake the necessary actions to enable the projects as may be identified by DOE to deliver power immediately; and

i. Ensure strict implement of the Government Energy Management Program (GEMP) under RA No. 11285 or the "Energy Efficiency and Conservation Act," Administrative Order No. 15 (s. 2024), and Memorandum Circular No. 114 (s. 2026), including adoption of stricter energy conservation measures and enhanced protocols for air-conditioning and electricity use in all government offices.

Section 6. Complementary Measures to Support Consumers and Affected Sectors. Concerned departments, agencies, offices, and instrumentalities, including GOCCs and government financial institutions, are hereby directed to implement the necessary response measures to mitigate the ongoing crisis in the Middle East, consistent with their respective mandates and subject to applicable laws, rules, and regulations. Such measures shall include, among others, the following:

a. The DOTr shall provide measures to mitigate the impact on the transport sector and the commuting public, such as:

i. Provide support for the public transport sector through complementary transport assistance programs, such as, but not limited to, fuel subsidy allocations and commuter fare subsidies;

ii. Expand and improve public transport services, including through the implementation of the Libreng Sakay Program, the extension of operating hours of the Light Rail Transit and Metro Rail Transit systems, the establishment of priority transport lanes in coordination with relevant Local Government Units (LGUs) and agencies, and the adoption of such measures to reduce dependence on petroleum products; and

iii. Review and implement appropriate measures to reduce transport costs, such as the temporary reduction, suspension, or deferral of toll charges, aviation charges, landing fees, and other similar assessments, in coordination with the Land Transportation Franchising and Regulatory Board, Civil Aviation Authority of the Philippines, toll operators, and other relevant government agencies or private entities.

b. The DSD shall expedite the release of assistance under the Assistance to individuals in Crisis Situations (AICS) and provide appropriate social welfare and livelihood support to affected sectors, including but not limited to transport workers, farmers, fisherfolk, displaced workers, repatriated Overseas Filipino Workers (OFWs), and other vulnerable groups through the Sustainable Livelihood Program.

c. The Department of Trade and Industry (DTI) is directed to monitor and, when warranted, implement remedies to address excessive or unreasonable price increases on basic necessities and prime commodities. It shall likewise implement support programs for micro, small, and medium enterprises (MSMEs) and promote the adoption and use of electric vehicles, renewable energy, and other energy-efficient solutions in the transportation, logistics, and manufacturing sectors to reduce dependence on petroleum products.

d. The DA is directed to monitor and ensure the adequate supply of agricultural inputs and food products and undertake the necessary measures to maintain their availability at the lowest possible cost. When warranted, the DA may procure fertilizer and other essential agricultural inputs from available sources to support food security and protect agricultural livelihoods. The DA shall likewise implement assistance programs for farmers and fisherfolk, including the release of funds under the Presidential Assistance for Farmers and Fisherfolk (PAFF) program and the utilization of the Quick Response Fund to provide appropriate support to affected beneficiaries.

e. The Department of Migrant Workers (DMW) is directed to mobilize mechanisms for the monitoring, rescue, evacuation, and repatriation of distressed OFWs when warranted, and to expedite the release of the Agarang Kalinga at Saklolo para sa OFW na Nangangailangan (AKSYON) Fund and related financial assistance for qualified OFWs and their dependents. The DMW shall likewise provide comprehensive coordination with the DSWD, and facilitate the redeployment or reemployment of displaced OFWs in coordination with the Department of Foreign Affairs and relevant diplomatic posts.

f. The DOF, in coordination with the DEPDev and the Bangko Sentral ng Pilipinas, shall closely monitor the impact of the ongoing crisis in the Middle East on the Philippine peso, OFW remittances, and overall economy, including risks of peso depreciation arising from shifts in investor behavior ad sustained higher oil prices.

g. The DBM shall ensure that complementary measures and programs shall be strictly implemented in accordance with the relevant provisions under the General Appropriations Act.ℒαwρhi৷ The DBM shall identify and make available appropriate funding sources to the national government agencies and LGUs, including the National Disaster Risk Reduction and Management (DRRM) funds, subject to existing budgeting, accounting, and auditing laws, rules, and regulations, to support the implementation of the measures herein provided.

h. The Philippine National Police and other law enforcement agencies shall provide support and assistance to relevant government agencies in the performance of their respective mandates, and maintain peace and order, including but not limited to the protection of communities, facilities, and critical infrastructure.

In implementing complementary measures provided herein, all agencies shall ensure bureaucratic efficiency, the unhampered movement of essential goods, people, and services, and the application of necessary and proportionate compliance mechanism, subject to existing laws, rules, and regulations.

All government agencies and instrumentalities, including GOCCs, shall implement the energy conservation protocols under Memorandum Circular No. 114 s. 2026, while ensuring the continuous, efficient, and uninterrupted delivery of public services, and extend full support and cooperation in the effective implementation of the measures herein provided, including the expeditious processing of permits, licenses, and other necessary approvals, consistent with existing laws, rules, and regulations.

Section 7. Coordination with the LGUs. LGUs are strongly urged to actively support the National Government by undertaking measures within their respective jurisdictions that support, facilitate, and complement the national policies and agency directives. LGUs are likewise encouraged to allocate necessary resources, including funding and personnel, and to the extent allowed by applicable laws, rules, and regulations, to realign or reallocate respective local funds, including unutilized and unreleased subsidies and transfers, to mitigate the impact of the disruptions in the global fuel supply and resulting effects thereof.

The DOE shall coordinate with LGUs in ensuring the stability and sufficiency of energy supply within their respective jurisdictions. For this purpose, and pursuant to RA No. 11285, LGUs shall activate their Energy Efficiency and Conservation Office or any equivalent thereto, to serve as the primary body for coordination with the DOE.

Section 8. Private Sector Participation. The private sector, civil society organizations, and other stakeholders are strongly urged to (i) partner with government agencies and LGUs to provide logistical support, interventions, and critical services to affected sectors and vulnerable communities; (ii) implement energy conservation measures in business operations and promote fuel-saving practices among employees and customers; (iii) support workforce stability by adopting flexible work arrangements where feasible to lessen transportation demand and costs; and (iv) cooperate with government monitoring and enforcement of fair pricing practices to prevent profiteering and hoarding.

Section 9. Funding. The funding for the implementation of this Order shall be sourced from existing appropriations of the concerned agencies and such other appropriate funding sources as the DBM may identify, subject to existing budgeting, accounting, and auditing laws, rules, and regulations.

Section 10. Separability. If any part or provision of this Order shall be held unconstitutional or invalid, other parts or provisions not affected thereby shall continue to be in full force and effect.

Section 11. Repealing Clause. All executive orders, rules and regulations, and other issuances or parts thereof that are inconsistent with the provisions of this Order are hereby repealed or modified accordingly.

Section 12. Effectivity. The declaration of national energy emergency shall remain in force and effect for one (1) year from issuance thereof, unless otherwise extended or lifted by the President.

This Order shall take effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.
