Executive Order No. 531-A




MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ EXECUTIVE ORDER NO. 531-A, August 23, 2006 ] AMENDING EXECUTIVE ORDER NO. 531, SERIES OF 2006, TO FURTHER STRENGTHEN THE PRESIDENTIAL ANTI-GRAFT COMMISSION WHEREAS, relative to the heightened campaign of the government against graft and corruption, there is a need to further strengthen the Presidential Anti-Graft Commission with regard to recommendations based on the findings of its investigations; NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order the following amendments to Executive Order No. 531, series of 2006: Section 1. Section 2, paragraph C shall hereinafter read as follows: “The Commission shall, on complaint or motu propio, have the authority to investigate all cases falling within its jurisdiction upon sufficient cause. All recommendations of the Commission shall be in the form of resolutions rendered en banc addressed to the President, and shall state, among others, the factual findings, legal conclusions and appropriate administrative penalties applicable. The Executive Secretary may review and overrule the findings of the Commission. The Commission may move for reconsideration in accordance with established rules regarding quasi-judicial bodies.” Section 2. Section 11 shall hereinafter read as follows: “Repealing and Applicability Clause. - All orders, rules and regulations and issuances or parts thereof inconsistent with this Executive Order are hereby repealed, amended or modified accordingly. This Executive Order shall apply to all decisions of the Presidential Anti-Graft Commission pending before the Office of the President or the Executive Secretary.” Section 3.
