[ EXECUTIVE ORDER NO. 383, November 18, 2004 ]
PLACING THE PHILIPPINE CHARITY SWEEPSTAKES OFFICE UNDER THE SUPERVISION AND CONTROL OF THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT
WHEREAS, the Department of Social Welfare and Development (DSWD) is the principal government agency that implement the State’s commitment to the care protection and rehabilitation of individuals, families and communities, by providing a balanced approach to welfare;
WHEREAS, the Philippine Charity Sweepstakes Office (PCSO)is one of the government agencies tasked with raising and providing funds for health programs, medical assistance and services, and charities of national character;
WHEREAS, in order to facilitate coordination of policies and programs between these agencies, it is practical to place the PCSO under the supervision and control of the DSWD;
WHEREAS, Book III, Title III, Chapter 10, Section 31 (3) of the Administrative Code of 1987, authorizes the President to "[T]ransfer any agency under the Office of the President to any of other department or agency x x x".
WHEREAS, the Administrative Code of 1987 vests the President with the continuing authority to recognize the Office of the President and to transfer functions of one department or agency to another:
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the power vested I me by law, do hereby order:
Section 1. The Philippine Charity Sweepstakes Office shall hereby be under the supervision and control of the Department of Social Welfare and Development.
Section 2. All order, issuances, rules and regulations or parts thereof inconsistent with this Executive Order are hereby repealed or modified accordingly.1a⍵⍴h!1
Section 3. This Executive Order shall take effect immediately.
