EXECUTIVE ORDER NO. 469 July 16, 1991
CREATING A NATIONAL COORDINATING COMMITTEE FOR THE 1992 UN CONFERENCE ON ENVIRONMENT AND DEVELOPMENT (UNCED)
WHEREAS, the 1987 Constitution mandates as a policy of the State the protection and advancement of the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;
WHEREAS, environmental protection is now viewed as an integral part of the development process of developing countries and cannot be considered in isolation from it;
WHEREAS, there is an urgent need to intensify efforts to protect and improve the quality of the environment at national, sub- regional, and global levels by adopting, wherever relevant, an approach in which economic growth would be directed towards environmentally sound and sustainable development;
WHEREAS, there is a need to adopt an integrated approach to environment and development, whenever possible, and in accordance with our priorities and capabilities to incorporate environmental considerations into economic planning with a view to effecting the coordinated development of our economies and environment;
WHEREAS, the Philippines supported the United Nations General Assembly Resolution No. 44/228 adopted without a vote on 19 December 1989, which decided to convene a United Nations Conference on Environmental and Development (UNCED) in Brazil at the highest possible level of participation to coincide with World Environment Day on 5 June 1992 and which Conference is mandated to elaborate strategies and measures to halt and reverse the effects of environmental degradation in the context of strengthened national and international efforts to promote sustainable and environmentally sound development in all countries;
WHEREAS, the General Assembly Resolution No. 44/228 invites all States to take an active part in the preparations for the conference and to prepare national reports to the Preparatory Committee;
WHEREAS, there is a need for the various agencies of Philippine Government to coordinate their activities in the implementation of the Philippine strategy for sustainable development;
WHEREAS, there is an urgent need for the Philippine Government to coordinate its actions in preparations for a meaningful contribution to the 1992 United Nations Conference on Environment and Development;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a National Coordinating Committee for the 1992 UN Conference on Environment and Development, hereinafter referred to as "the National Coordinating Committee for UNCED" with membership and functions as provided in the following sections:
Sec. 1. Composition The National Coordinating Committee for UNCED is to be composed of the following:
Secretary of Foreign Affairs - Chairman
Secretary of Environment and Natural Resources - Co-Chairman
Secretary of Science and Technology - Vice-Chairman
Secretary of Transportation and Communications - Member
Secretary of Finance - Member
Secretary of Agriculture - Member
Secretary of Public Works & Highways - Member
Secretary of Education, Culture and Sports - Member
Secretary of Labor and Employment - Member
Secretary of National Defense - Member
Secretary of Health - Member
Secretary of Trade and Industry - Member
Secretary of Interior and Local Government - Member
Secretary for Socio-Economic Planning - Member
Executive Director, Office of Energy Affairs - Member
A representative from the non-governmental organization's
sector (NGO) involved in environmental concerns - Member
The President may designate such other officials as members of the National Coordinating Committee.
Sec. 2. The National Coordinating Committee for UNCED shall have the following functions and responsibilities:
(1) Coordinate and monitor all activities of various agencies of Government concerning environment matters in preparation for an effective and cohesive Philippine participation in the UNCED;
(2) Prepare Philippine participation in the Preparatory Committee of the General Assembly established pursuant to paragraph 1, Part II of UNGA Resolution No. 44/228 and to prepare national reports, as appropriate for submission to the Preparatory Committee in accordance with paragraph II, Part II of the aforesaid UNGA Resolution;
(3) Consult and promote cooperation with concerned non-governmental organizations, the business and industrial sectors, the scientific community, trade unions, academicians, and others in order to achieve broadbased national preparatory processes for the promotion of international cooperation on environmental matters;
(4) Help promote and increase public awareness of environmental issues as related to UNCED and initiate such measures as it may deem necessary to increase awareness of the value of environment;
(5) Serve as the repository of information on all environmental matters related to UNCED;
(6) Perform such other acts which are necessary to carry out its mandated functions and responsibilities including making an assessment of, and concomitant recommendations to the President, relating to the results of UNCED;
Sec. 3. In order to ensure the efficient and effective discharge of its responsibilities, the National Coordinating Committee for UNCED may create sub-committees and/or working groups as it may deem necessary;
Sec. 4. A National UNCED Secretariat is hereby established and will be located at the Department of Foreign Affairs.
Sec. 5. The Secretariat shall prepare and provide administrative support for the meetings of the National Coordinating Committee and the sub-committees and/or working groups which may be created. It shall be the repository of all documents and records pertaining to the UNCED.
