EXECUTIVE ORDER NO. 716 August 6, 1981
CREATING A COMMITTEE TO ASSESS THE COMPETENCE AND PERFORMANCE OF CAREER SERVICE OFFICERS AND OTHER OFFICERS IN THE CIVIL SERVICE
WHEREAS, the Government is now undergoing reorganization and revitalization;
WHEREAS, as a consequence of the reorganization, vis-a-vis the merger of ministries and offices and the programs for selective reorganization, the services of some career officers, both at the senior and junior levels, may be terminated;
WHEREAS, it is therefore necessary to conduct an assessment of the competence or performance of these officers;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby create a Committee to conduct such assessment composed of:
The Presidential Adviser for Civil Service and Government Reorganization;
The Commissioner of Civil Service in Charge of Career Development;
The Vice-President of the Development Academy of the Philippines and Executive Director of the Career Executive Service Board;
The Dean of the U.P. College of Public Administration or his representative; and
The President of the CESO Guild, and/or the President of the CESDP Alumni Association.
Sec. 1. The Committee may call upon the Career Executive Service Board and the Civil Service Commission or any officer or employee thereof to serve as its secretariat.
Sec. 2. The assessment made by the Committee shall confidential and shall be submitted to the Office of the President to aid the Office in the selection and appointment of officers. The report may, however, be made available to the ministry and other office heads concerned.
Sec. 3. The Committee may call upon any officers to constitute a panel of experts to help in its evaluation of the competence and performance of government officers.
Sec. 4. This Executive Order shall take effect immediately upon approval.
