[ EXECUTIVE ORDER NO. 248, July 24, 1970 ]
EMPOWERING THE LAND TRANSPORTATION COMMISSION TO CONTROL AND SUPERVISE THE OPERATIONS OF MOTOR VEHICLE DRIVING SCHOOLS
WHEREAS, there is an urgent need for controlling and supervising the operations of motor vehicle driving schools in order to raise the standard of instruction and to develop safety consciousness and positive driving attitudes with the view to minimizing the incidence of traffic accidents which cause tremendous loss of life and damage to property;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby decree:
The Land Transportation Commission is hereby empowered to exercise control and supervision over the operations of motor vehicle driving schools. In the exercise of such functions, the Commission shall promulgate rules and regulations for the guidance of these institutions.
It shall be the duty and responsibility of the Commission to receive and pass upon all applications of such schools to ascertain if their course of study, buildings, classrooms, training aids, equipment and other facilities conform with the minimum standards as required in the Rules and Regulations that it has promulgated so as to attain the objectives for which such institutions are established.
