[ EXECUTIVE ORDER NO. 230, May 05, 1970 ]
CREATING A SPECIAL COMMITTEE TO CONDUCT PUBLIC HEARINGS IN CONNECTION WITH THE PROPOSED INCREASE OF POWER RATES BY THE NATIONAL POWER CORPORATION.
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create a special committee to conduct public hearings on the proposed increase of power rates by the National Power Corporation (NPC) composed of the following:

The Presidential Economic Staff shall back-stop the Committee and serve as Secretariat.
The Committee may, in the performance of its functions, request the assistance of any department, bureau, office, as agency or instrumentality of the Government, including government-owned or controlled corporations.
The Committee is hereby vested all the powers of an investigating committee under Sections 71 and 580 of the Revised Administrative Code, including the power to summon witnesses or take testimony or evidence relevant to the investigation by subpoena or subpoena duces tecum.
The Committee shall submit its report to the President within one month from the issuance of this Order.
