[ EXECUTIVE ORDER NO. 65, May 28, 1967 ]
CREATING A PERMANENT COMMITTEE ON PUBLIC BIDDING.
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create a permanent committee to take charge of public bidding involving government transaction, including those of government owned or controlled corporations, composed of the following:
The Secretary of Finance or his representative |

The Secretary of Justice or his representative |

The Administrator of Economic Coordination or his representative |
. . . . . . . . . . . . . . . . . . Member |
The committee is empowered to call upon any department, bureau, office, agency or instrumentality of the government for such assistance as it may need, and to create such subcommittees or staffs as may be necessary to receive bids and otherwise assist the committee in the evaluation thereof.
The creation of the above committee shall not affect the authority granted to existing committees created to undertake public biddings for specific transactions, such as tobacco, irrigation pumps, fertilizers and others, nor transactions entered into by local governments pursuant to the Local Autonomy Act (Rep. Act No. 2264).
