[ EXECUTIVE ORDER NO. 25, May 13, 1966 ]
EXTENDING INDEFINITELY THE PROHIBITION TO SLAUGHTER CARABAOS
In order to carry out effectively the provisions of Republic Act No. 11 and to conserve our work animals for agricultural purposes, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order:
1. That prohibition to slaughter carabaos under Executive Order No. 153, dated April 12, 1965, is hereby extended indefinitely.
2. Permits to slaughter carabaos may be issued jointly by the Provincial Veterinarian and Provincial Commander, in addition to the Municipal Treasurer’s permit provided in Section 532 of the Revised Administrative Code, provided:
a. That the carabao is twenty (20) years old or over;
b. That the carabao is unfit for work and free from any disease;
c. That the carabao must be inspected by the Provincial Veterinarian or his authorized representatives; and
d. That the slaughter of the carabao must be witnessed by the Provincial/City Veterinarian and the PC Provincial Commander or their authorized representatives; and
e. That the owner of the carabao shall surrender to the Municipal or City Treasurer concerned the Certificate of Ownership/Transfer of Large Cattle corresponding to the carabao slaughtered immediately after the slaughter of the said carabao.
3. In every case where a permit to slaughter carabao is issued, the Provincial Veterinarian and the PC shall furnish the Office of the President copies of the pertinent papers.
