MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ EXECUTIVE ORDER NO. 16, March 14, 1966 ] CREATING THE COUNCIL OF UNDERSECRETARIES By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create the Council of Undersecretaries to be composed of undersecretaries of departments, including deputies of offices of Cabinet rank and the Deputy Auditor General, which shall be presided by the Executive Secretary. There shall be a secretariat headed by the Assistant Executive Secretary for Local Governments. The Council shall study ways and means of coordinating activities of departments below Cabinet level with a view of adopting an efficient and simplified administrative procedure in the various departments, make recommendations regarding the improvement of procedure or of the public service and formulate proposed legislations or regulations on matters below Cabinet level.
