[ EXECUTIVE ORDER NO. 136, January 05, 1965 ]
AUTHORIZING THE IMPORTATION OF RICE AND DESIGNATING THE RICE AND CORN ADMINISTRATION AS THE GOVERNMENT AGENCY TO UNDERTAKE SUCH IMPORTATION PURSUANT TO REPUBLIC ACT NO. 2207
WHEREAS, the National Economic Council, under its Resolution No. 70(64), dated August 27, 1964, certified to a shortage in the local supply of rice of the quantity therein determined which is of such gravity as to constitute a national emergency;
NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the importation of rice in the quantity as determined by the National Economic Council to cover the shortage in the local supply and hereby designate the Rice and Corn Administration (RCA) as the agency of the Government to undertake said importation, pursuant to the provisions of Republic Act No. 2207.
The RCA is hereby empowered to conduct the necessary public bidding in accordance with the aforecited law, to execute contracts for the importation of rice on straight sales basis, to apply for and open the necessary letters of credit for the Government in coordination with other government offices and agencies, and to do such other acts and things as may be necessary in connection with said importation of rice.
