[ EXECUTIVE ORDER NO. 213, November 12, 1956 ]

REQUIRING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INSTRUMENTALITIES AND POLITICAL SUBDIVISIONS OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED OR CONTROLLED BY THE GOVERNMENT, THE ARMED FORCES, GOVERNMENT HOSPITALS AND PUBLIC EDUCATIONAL INSTITUTIONS TO BUY FROM THE NATIONAL RICE AND CORN CORPORATION AND THE CENTRAL COOPERATIVE EXCHANGE, INC., WHENEVER AVAILABLE, ALL THEIR REQUIREMENTS FOR RICE.

WHEREAS, it is the policy of the Government to help the Filipino farmers and to patronize commodities sold by corporations owned or controlled by it; and

WHEREAS, the National Rice and Corn Corporation and the Central Cooperative Exchange, Inc., which is the central marketing body of all the farmers cooperative marketing associations, have in stock from time to time rice of different varieties which can be procured at much lower prices;

NOW, THEREFORE, I, RAMON MAGSAYSAY, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

1. All requisition for rice needed by all Departments, bureaus, offices, agencies, instrumentalities and political subdivisions of the Government, including the corporations owned or controlled by the Government, the Armed Forces, government hospitals and public educational institutions shall be forwarded to the National Rice and Corn Corporation and the Central Cooperative Exchange, Inc. for the purpose of filling such requisitions, whenever available, from the stocks outside of what might have been reserved to meet the requirements of the consuming public.

2. The National Rice and Corn Corporation and the Central Cooperative Exchange, Inc., in the case of government-owned or controlled corporations, shall furnish the Bureau of Supply with samples of its rice together with all specifications of quality and quantity thereof which are available every quarter of the year.

3. Unjustifiable specifications of quality of the rice required made in said requisitions shall be considered as a circumvention of the provisions of this Order and shall be disregarded.

4. For the implementation of this Order, the Office of Economic Coordination, upon recommendation of the National Rice and Corn Corporation and the Central Cooperative Exchange, Inc., is hereby empowered to promulgate such supplementary rules and regulations as may be deemed necessary.

Executive Order No. 538 dated October 21, 1952, is hereby revoked.1a⍵⍴h!1
