FURTHER AMENDING PARAGRAPH 13 OF EXECUTIVE ORDER NO. 303 DATED SEPTEMBER 26, 1940, AS AMENDED BY EXECUTIVE ORDER NO. 422 DATED MARCH 8, 1951, AND EXECUTIVE ORDER NO. 646 DATED DECEMBER 7, 1953, ENTITLED “PROMULGATING RULES AND REGULATIONS GOVERNING THE APPOINTMENT AND SUPERVISION OF THE GOVERNMENT PENSIONADOS”
By virtue of the powers vested in me by law, I, ELPIDIO QUIRINO, President of the Philippines, do hereby amend paragraph 13, of Executive Order No. 303 dated September 26, 1940, as amended by Executive Order No. 422 dated March 8, 1951, and Executive Order No. 646 dated December 7, 1953, to read as follows:
“13. Obligations of pensionados after return from abroad.—Pensionados, upon, their return to the Philippines from abroad, shall render at least two years of service to the Government for each year spent, abroad on scholarship. They shall also be required to serve in the field of public service in which they specialized while on scholarship and shall not transfer to any other field before completing the required length of service by reason of such scholarship. They shall not also be allowed to resign so as to accept employment in other fields with higher compensation unless they have complied with the service requirement above mentioned.
“Pensionados, upon their return to the Philippines, shall refund to the Government an amount not less than 25 per cent of the total expenditures for their scholarships. This amount shall be automatically deducted from their monthly salaries at the rate of 5 per cent thereof. However, no deduction shall be made from those whose salaries are P2,400 per annum or less until they receive at least a one-grade promotion.
“Should a pensionado refuse to serve the Government when his services are needed, he shall reimburse the Government in an amount equivalent to the total expenditures for his scholarship.”
