[ EXECUTIVE ORDER NO. 240, July 08, 1949 ]

CONTINUING THE APPROPRIATIONS AUTHORIZED BY THE CONGRESS FOR THE OPERATION AND MAINTENANCE OF CERTAIN EXISTING ACTIVITIES OR SERVICES OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY 1, 1949 TO JUNE 30, 1950, AND FOR OTHER PURPOSES

WHEREAS, the first Congress of the Philippines in its Fourth Session failed to provide appropriations for the period from July 1,1949 to June 30, 1950 for the operation and maintenance of certain existing activities or services of the Government of the Republic of the Philippines authorized by special laws; and

WHEREAS, the absence of such appropriations will paralyze or discontinue said activities or services of the Government;

NOW, THEREFORE, I, ELPIDIO QUIRINO, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, particularly Commonwealth Act No. 671, do hereby order:

Section 1. The following sums appropriated by the Congress of the Philippines for the operation and maintenance of certain existing activities or services of the Government of the Republic of the Philippines for the fiscal year ending June 30, 1949, or so much thereof as may be necessary, are hereby continued for the same purposes, services, and activities for the fiscal year ending June 30, 1950:

1. For the operation and maintenance of the national agricultural school in the Province of Occidental Negros, Republic Act No. 43 ...................P289,500.00
2. For additional personnel of the Bureau of Commerce needed in the enforcement of the Bonded Warehouse Act, etc., Republic Act No. 247 ...................10,000.00
3. For canvassing, locating and evaluating deposits of minerals needed in the development of Philippine industries, Republic Act No. 249 ...................200,000.00
4. For the establishment and operation of the customs service at the port of San Fernando, Province of La Union, Republic Act No. 284 ...................25,000.00
5. Judiciary Act of 1948, Republic Act No. 296 ...................305,513.33
6. To establish, organize and maintain one national junior agricultural high school in Bunawan, Agusan, Republic Act No. 301 ...................50,000.00
7. For the maintenance of various agricultural schools, Republic Act No. 303 ...................400,000.00
8. For the registration of the claims of all officers and employees of the Government of the Commonwealth, etc., to salaries and wages during the enemy occupation, Republic Act No. 304 ...................50,000.00
9. For the establishment of a school of fisheries in Catbalogan, Samar, Republic Act No. 313 ...................50,000.00
10. For the increase in pay and allowances of enlisted men of the Philippine Constabulary, Republic Act No. 315 ...................1,960,000.00
11. For the increase in pay and allowances of enlisted men of the Armed Forces of the Philippines, Republic Act No. 315 ...................1,640,000.00
12. For salaries and wages and other expenses of the Office of Special Attorneys, Republic Act No. 311, as amended by Republic Act No. 324 ...................375,000.00
13. Reorganizing the Office of the Solicitor General, Republic Act No. 335 ...................29,400.00
14. For salaries and wages and other expenses of the Capital City Planning Commission in accordance with the provisions of section 5 of Republic Act No. 333 ...................150,000.00
15. Regulating the practice of chemical engineering, Republic Act No. 318 ...................2,000.00
16. For the operation and maintenance of additional classes in the Philippine Normal School, Republic Act No. 336 ...................99,500.00
17. For the operation and maintenance of the Pangasinan Normal School, Republic Act No. 336 ...................57,800.00

19. For the adjustment of the salaries of public school officials, teachers and other school personnel of the Bureau of Public Schools, Republic Act No. 347 ...................12,000,000.00
20. For expenses in connection with the establishment of a municipal maternity and charity clinic in every municipality and municipal district in accordance with the provisions of Republic Act No. 185 ...................1,000,000.00
21. For the adjustment of the salaries of teachers and other school personnel in the Social Welfare Commission in accordance with the provisions of Republic Act No. 312 ...................19,440.00

Section 2. The special and general provisions of Republic Act No. 320 are hereby made applicable to the appropriations provided in this Executive Order.

Section 3. This Order shall take effect as of July 1, 1949.
