[ EXECUTIVE ORDER NO. 171, September 13, 1948 ]
WAIVING THE ADDITIONAL PROGRESSIVE TAXES TO BE COLLECTED FROM, AND PAID BY, PROPRIETORS AND OPERATORS OF SUGAR MILLS FOR THE 1947-1948 CROP
WHEREAS, most of the sugar centrals in the Philippines had to repair and reconstruct their machinery and equipment by reason of losses and damages sustained by them on account of the war, including the buildings and dwelling houses of their laborers, thereby incurring heavy expenditures to that effect;
WHEREAS, the sugar centrals have been turning out only a fraction of their normal prewar crops, thus resulting in unusually high cost of production; and
WHEREAS, the imposition of the additional progressive taxes on said centrals would be unduly oppressive and, in a few instances, even confiscatory in effect;
NOW, THEREFORE, I, ELPIDIO QUIRINO, President of the Philippines, do hereby waive the additional progressive taxes to be paid by proprietors and operators of sugar mills for the 1947-1948 crop under section 2 of Commonwealth Act No. 567.
Done in the City of Manila, this 13th day of September, in the year of Our Lord, nineteen hundred and forty-eight, and of the Independence of the Philippines, the third.
