[ EXECUTIVE ORDER NO. 160, August 07, 1948 ]
TRANSFERRING THE POWERS, DUTIES AND FUNCTIONS OF THE INTER-DEPARTMENTAL COMMITTEE ON ALLOCATIONS TO THE IMPORT CONTROL BOARD AND PROVIDING SAID BOARD WITH AN INDEPENDENT OFFICE FORCE AND THE NECESSARY APPROPRIATIONS TO CARRY OUT ITS FUNCTIONS
By virtue of the powers vested in me by the Constitution, and in accordance with the provisions of Republic Act No. 330 and Commonwealth Act No. 671, I, ELPIDIO QUIRINO, President of the Philippines, do hereby order:
1. The Secretary of Commerce and Industry, the Undersecretary of Finance and the General Manager, Philippine Relief and Trade Rehabilitation Administration (PRATRA), who have been designated by Republic Act No. 330 to compose the Import Control Board, shall immediately organize the office of the Board and formulate the rules and regulations necessary to carry out the aims and purposes of said Act.
2. The Chairman of the Board shall, subject to the previsions of the Civil Service Law, appoint such officials, assistants and subordinate employees as may be necessary to supplement the officials and employees of other offices to be detailed to said Board.
3. The Board is hereby empowered to call upon any official or employee of any Department, bureau, office, branch, agency or instrumentality of the Government, including the corporations owned or controlled by it, to assist or otherwise cooperate with the said Board in connection with the performance of its functions.
4. The sum of ?50,000 is hereby allocated from the royalty fees collected by the Sugar Quota Office on the exportation of scrap metals, for the initial expenses of the Board in carrying out its functions.
5. The fees to be collected by the Board for the issuance of import licenses or permits shall constitute a revolving fund to cover expenses of operation thereof.
6. The powers, duties and functions heretofore exercised by the Inter-departmental Committee on Allocations under Administrative Order No. 4, dated July 19, 1946, as amended, are hereby transferred to, and shall hereafter be exercised by, the Import Control Board.
