[ EXECUTIVE ORDER NO. 23, November 01, 1946 ]
AMENDING SECTION 2 OF EXECUTIVE ORDER NO. 3, DATED JULY 10, 1946, ENTITLED “ON THE CONTROL OF EXPORTS FROM THE PHILIPPINES.”
By virtue of the powers vested in me by law, I, MANUEL ROXAS, President of the Philippines, do hereby amend section 2, of Executive order No. 3, dated July 10, 1946, to read as follows:
“SEC. 2. The exportation from the Philippines of all other products, merchandise, articles, materials, and supplies is hereby permitted upon a specific export license to be issued by the Philippine Sugar Administration covering each individual shipment. The permit shall be signed “By authority of the President.” For every application for an export license, a fee of Two (P 2.00) Pesos; and for every export license issued, a license fee of Five (P 5.00) Pesos shall be charged for each one thousand pesos of the declared value of the products, merchandise, articles, materials and supplies covered by the license, or fraction of said value amounting to five hundred pesos or more; Provided, That the license fee for each license issued shall in no case exceed Fifty (P50.00) Pesos. The amount of license fees collected pursuant to the provisions hereof shall be kept as a special fund to be spent by the Philippine Sugar Administration for the enforcement of this order.”
