[ EXECUTIVE ORDER NO. 73, November 12, 1945 ]
APPROPRIATING THE SUM OF SIX MILLION SEVEN HUNDRED FIFTY THOUSAND PESOS FOR PUBLIC WORKS
WHEREAS, important public works projects, such as the damaged roads and bridges, government office buildings, and the river control and port works have been neglected during the enemy occupation or have deteriorated on account of war operations; and
WHEREAS, it is deemed urgent that repair and maintenance work on these public works projects, which are essential to the social and economic welfare of the people, be immediately undertaken before the advent of the next rainy season.1âшphi1
NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, by virtue of the powers vested in me by the Constitution and Commonwealth Act No. 671, known as the Emergency Powers Law, do hereby set aside the sum of Six Million Seven Hundred Fifty Thousand Pesos or so much thereof as may be necessary out of any funds of the Government of the Commonwealth of the Philippines not otherwise appropriated, to be allotted by the Secretary of Public Works and Communications for the following public works projects, which shall be undertaken under the supervision of the Director of Public Works:

For the maintenance and repair of national roads and bridges, including the purchase of necessary supplies, materials and equipment |

For aid for the maintenance and repair of existing provincial and chartered city roads, bridges and ferries, including the purchase of necessary supplies, materials and equipment |
550, 000.00 |
3. |
For the maintenance and repair of existing river control works, including the purchase of necessary supplies, materials and equipment |
450, 000.00 |
4. |
For the maintenance and repair of ports, including dredging incidental to such maintenance and purchase of the necessary supplies, materials, and equipment |

For the maintenance, alteration, reconstruction, and repair of public buildings and monuments, including private buildings and lots rented by the Government: Provided, That this fund shall not be used to improve, alter, reconstruct, or repair a building in such a manner as to make it appear practically new |

For repair, reconstruction, replacement of an addition to the Lepanto House of Representatives Building, Congress of the Philippines, including the purchase of the necessary supplies and materials |

For the operation, maintenance and repair of existing airports and landing fields, including the purchase of the necessary supplies, materials and equipment |

The release of the above amount or so much thereof as may be necessary shall be contingent upon the availability of funds.
