MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ EXECUTIVE ORDER NO. 39, March 10, 1945 ] APPROPRIATING THE SUM OF ONE MILLION PESOS FOR CIVILIAN DEFENSE. By virtue of the powers vested in me by the Constitution and laws of the Philippines, I, SERGIO OSMEÑA, President of the Philippines, do hereby order; 1. That the sum of one million pesos be appropriated, as it is hereby appropriated, out of any fund in the Philippine Treasury, not otherwise appropriated, to be expended by the Emergency Control Administrator, subject to the approval of the President of the Philippines, to carry out the purposes of Executive Order No. 382, series of 1941, as amended by Executive Order No. 29, current series. 2. This Order shall take effect immediately.
