MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Executive Order No. 4, October 23, 1943 ] NAMING THE PHILIPPINE NATIONAL ANTHEM AS “DIWA NG BAYAN” AND REGULATING THE USE THEREOF For the purpose of giving the Philippine National Anthem an appropriate name and insuring that proper respect and high consideration be accorded thereto be al times, I, JOSE P. LAUREL, President of the Republic or the Philippines, by virtue of the powers vested in me by law, do hereby order that – 1. The Philippine National Anthem shall hereafter be called and known as “Diwa ng Bayan”. 2. The music of the “Diwa ng Bayan” and its words may be played and sung only when public acts of an official or semiofficial character are performed or held, when the Flag of the Republic of the Philippines is to be hoisted or lowered, when performances or celebrations of an official character are held, by public or private schools duly recognized by the Government, or on similarly solemn occasions. 3. The words of the “Diwa ng Bayan” shall not be sung and its music shall not be played in social acts, purely private in nature and for mere recreation amusement, entertainment or information purposes, nor at meetings, places or occasions where its use involves lack of respect or where it will not likely receive the high consideration and honor which it merits. 4.
