REQUIRING THAT SAVINGS OF 5 PER CENT BE SET UP FROM THE RELEASES MADE IN EXECUTIVE ORDERS NOS. 190 AND 198, CURRENT SERIES, FOR THE FIRST SIX MONTHS OF 1939, FROM THE GENERAL APPROPRIATIONS AUTHORIZED IN COMMONWEALTH ACT NO. 300
Whereas the general appropriations for the National Government for the year nineteen hundred and thirty-nine have been made on the basis of the estimated income for the said year;
Whereas the daily reports of collections made since January first of the current year denote a possibility that the actual collections for the first six months of nineteen hundred and thirty-nine may fall below the estimated income; and
Whereas it would appear to be the part of wisdom, for the Government to safeguard itself by requiring adequate savings from the appropriations, and thereby insure the stability of its balanced budget;
Now, therefore, the public interest so requiring, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by the Constitution and pursuant to the provisions of paragraph (2), I-General Provisions of section seven of Commonwealth Act Numbered Two hundred and forty-six and section eight of Commonwealth Act Numbered Three hundred, the General Appropriation Act for nineteen hundred and thirty-nine, do hereby order that savings of not less than the equivalent of five per cent of the released appropriations authorized by Commonwealth Act Numbered Three hundred for the several executive departments of the National Government and their respective bureaus, offices, and dependencies made in Executive Orders Numbered One hundred and ninety and One hundred and ninety-eight, current series, with the exception of those for elementary school purposes under items two, three, four, five, six, seven, and nine under Special Purposes for the Department of Public Instruction be effected.
