[ ADMINISTRATIVE ORDER NO. 25, September 05, 2024 ]

REORGANIZING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY BOARD

WHEREAS, under Section 5 of Executive Order (EO) No. 230 (s. 1987), as amended, the National Economic and Development Authority (NEDA) shall be the primary agency responsible for formulating continuing, coordinated and fully integrated socioeconomic policies, plans and programs;

WHEREAS, Section 5 of EO No. 230 provides that the powers and functions of NEDA reside in the NEDA Board, the country's highest decision-making body relative to development planning;

WHEREAS, Section 4 of EO No. 230 authorizes the President to revise the membership of the NEDA Board, whenever the same is deemed necessary for the effective performance of the Board's functions;

WHEREAS, under Section 2, Chapter 1, Title IV, Book IV of EO No. 292 or the "Administrative Code of 1987," the Department of Agriculture (DA) is the government agency responsible for the promotion of agricultural development, by providing the policy framework, public investments, and support services needed for domestic and export-oriented business enterprises;

WHEREAS, agriculture plays a vital role in promoting food security, employment, and rural development, which are key components of social and economic transformation and inclusive growth;

WHEREAS, under Section 2, Chapter 1, Title VI, Book IV of EO No. 292, the Department of Education (DepEd) shall be primarily responsible for the formulation, planning, implementation and coordination of policies, plans, and programs in the areas of formal and non-formal education at all levels, supervise all educational institutions, both public and private, and provide for the establishment and maintenance of a complete, adequate and integrated system of education relevant to the goals of national development;

WHEREAS, education plays a central role in developing human capital, which is essential for achieving economic and social transformation and inclusive growth, and contributes to addressing poverty, inequality and unemployment;

WHEREAS, the inclusion of DA and DepEd as members of the NEDA Board shall further integrate agriculture and education into broader socioeconomic policies, plans and programs, and provide opportunities for discussion and cooperation towards attaining food security and improved education and lifelong learning, which are among the President's Eight (8)-Point Socioeconomic Agenda;

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all executive departments, bureaus, and offices, and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and exiting laws, do hereby order:

Section 1. Composition of the NEDA Board. The NEDA Board is hereby reorganized and shall now be composed of the following:

Chairperson : The President
Vice-Chairperson : Secretary, NEDA
Members : Executive Secretary;

Special Assistant to the President for Investment and Economic Affairs;

Secretary, DA;

Secretary, DepEd;

Secretary, Department of Budget and Management;

Secretary, Department of Energy;

Secretary, Department of Finance;

Secretary, Department of Human Settlements and Urban Development;

Secretary, Department of Public Works and Highways;

Secretary, Department of Trade and Industry;

Secretary, Department of Transportation;

Chairperson, Mindanao Development Authority;

Deputy Governor, Bangko Sentral ng Pilipinas; and

Chief Minister of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), on matters concerning the BARMM.ℒαwρhi৷

Section 2. Repeal. All other issuances, orders, rules and regulations, or parts thereof that are inconsistent with this Order are hereby repealed or modified accordingly.

Section 3. Effectivity. This Order shall take effect immediately.
