CREATING A JOINT PREPARATORY EXECUTIVE-LEGISLATIVE COMMITTEE TO FORMULATE A COMMON LEGISLATIVE AGENDA
Pursuant to the agreement reached during the meeting of the Joint Executive-Legislative Consultative Group on Resource Mobilization held on 28 July 1993, a Joint Preparatory Committee is hereby created to forge a genuine national consensus behind a common vision and agenda of government.
1. This Joint Preparatory Committee is specifically tasked to undertake the following:
1.1 formulate a common legislative agenda for the Second Session of the Ninth Congress; and
1.2 lay the groundworks and prepare for a nationally-based Economic Summit to be held as soon as possible.
2. This Joint Preparatory Committee shall be composed of seven (7) members from the Executive Branch, five (5) members from the Senate of the Philippines and five (5) members from the House of Representatives.
3. The following have been designated as Chairperson/Co-Chairpersons and members of this Joint Committee:
3.1 From the Executive Branch
a) Executive Secretary as Chairman
b) Secretary, Department of Finance (DOF)
c) Director-General, National Economic and Development Authority (NEDA)
d) Secretary, Department of Budget and Management (DBM)
e) Secretary, Department of Trade and Industry
f) Secretary, Department of Agriculture
g) Secretary, Department of Agrarian Reform
h) Secretary, Department of Labor and Employment
3.2 From the Senate of the Philippines
a) Senator Leticia Shahani as Co-Chairman

b) Senator Neptali Gonzales
Chairman, Finance Committee
c) Senator Ernesto Herrera
Chairman, Ways and Means Committee

3.3 From the House of Representatives

4. To assist in its work, the Joint Preparatory Committee is hereby authorized to create a Technical Panel to be composed of representatives from the Executive and Legislative branches.
5. The Joint Preparatory Committee is likewise encouraged to invite the participation of the private sector.ℒαwρhi৷
6. The Secretariat of the Legislative-Executive Development Advisory Council (LEDAC) shall provide secretariat staff support to the Joint Committee.
7. The initial report of the Joint Preparatory Committee shall be jointly submitted to the President, the Senate President, and the Speaker of the House of Representatives on or before the 20th of August 1993.
