CREATING A PORT LABOR STUDY COMMISSION
A Commission is hereby created to study labor problems arising out of traditional practices and technological advances in ports and arrastre services and to recommend solutions to these problems, consisting of the following:

The Commission is hereby empowered to create subcommittees to conduct studies for the Commission, or to assist it in the discharge of its functions. It may call upon any department, bureau, office and other instrumentalities of the government for such assistance as it may need in the accomplishment of its mission.
The Commission shall submit its recommendations to the President from time to time.
