[ ADMINISTRATIVE ORDER NO. 183, November 04, 1969 ]
CONDONING PENALTIES DUE FROM TENANTS AND VENDEES ALL ESTATES UNDER THE JURISDICTION OF THE LAND AUTHORITY
WHEREAS, all estates under the administration of the Land Authority were purchased by the government for subdivision and distribution to bona-fide tenants, occupants and other qualified landless individuals;
WHEREAS, the acquisition of subject estates was in accordance with the provisions of the Constitution and laws authorizing the acquisition by the Government of big landed estates for sub-division into farm and residential lots for resale at cost to qualified persons;
WHEREAS the imposition of penalties to tenants with approved Agreements to Sell has added a considerable burden to their already impoverished financial situation;
WHEREAS, condonation of penalties would not adversely affect the recovery of funds invested by the Government in the acquisition of the various estates now under the administration of the Land Authority; and
WHEREAS, the failure of the tenants to meet their obligations on time was due principally to their financial incapacity brought about by droughts, typhoons, poor harvest, pest infestations, lack of irrigation systems;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law and the best interests of the Government so requiring, do hereby order:
That the outstanding penalties due thereon of promises in agreements to soil in the various estates under the administration of the Land Authority arc hereby condoned and said persons relieved therefrom, subject to the provisions of Sec. 651 of the Revised Administrative Code, as amended.1âшphi1
