CREATING THE TELECOMMUNICATIONS DEVELOPMENT BOARD
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create the Telecommunications Development Board composed of:
The Undersecretary of Transportation and Communications ................................................ Chairman
The Director of Telecommunications Vice ............................................................................. Chairman
An Official of a Private Telecommunications Company
to be appointed by the President .............................................................................. Member
The General Manager, Philippine Broadcasting Service ....................................................... Member
The Chief Signal Officer, AFP ................................................................................................ Member
The Chief, Radio Control Office ............................................................................................. Member
The Board shall appoint its regular secretary and other essential personnel who shall take charge of its minutes, records and other services.£A⩊phi£
The Board is hereby empowered:
1. To study, plan, coordinate and integrate the existing facilities and various development programs of the public and private sectors pertaining to telecommunications or otherwise accelerate the improvement and expansion of these telecommunications service to keep up with the needs of the country;
2. To extend technical assistance to as well as harmonize national plans with government banking institutions insofar as these plans pertain to and/or affect the overall telecommunication, expansion and improvement projects of the country;
3. To invite all offices and/or persons that may be affected by its work to meetings of the Board and/or its Committee;
4. To seek for and require compliance of its invitations or requests by the different offices of persons, government and private, whose services may be needed by the Board, subject to the provisions of existing laws on the natter;
5. To do everything necessary and expedient for the early completion of the objectives of this Order, as well as its faithful implementation; and
6. To submit monthly progress reports to the President.
