[ ADMINISTRATIVE ORDER NO. 82, November 28, 1938 ]
IN RE: CEFERINO R. DIÑO, FORMER PROVINCIAL TREASURER OF ALBAY
A review of the administrative proceedings instituted against Mr. Ceferino R. Diño, former Provincial Treasurer of Albay, for negligence and indifference in the performance of his duties has disclosed that there was no evidence of dishonesty on his part; that by such separation the public interest has now been duly served; and, that Mr. Diño had to his credit about twenty-nine years continuous service in the Government where he had risen from the rank and file. This record of long service does not seem to be unworthy of consideration, and to deprive him of any benefit accruing under the law from such public service, in addition to the moral stigma attached to his involuntary separation from office would be unduly oppressive;
NOW, THEREFORE, and upon the recommendation of the Secretary of Finance, concurred in by the Commissioner of Civil Service and the Auditor General, the dispositive part of Administrative Order No. 68, dated June 3, 1938, be, as it is hereby, amended so as to read as follows:
“In view of the foregoing, the respondent, Mr. Ceferino R. Diño, is hereby permitted to resign as Provincial Treasurer of Albay, effective June 15, 1938.”1a⍵⍴h!1
