MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ ADMINISTRATIVE ORDER NO. 15, June 29, 1936 ] PROHIBITING THE AWARD OF ADDITIONAL WORK FOR THE COMPLETION OF ANY PROJECT WITHOUT COMPETITIVE BIDDING In order to guarantee that all Government work in its various stages depending on the availability of appropriation shall be let out only as a result of competitive bidding, it is hereby directed that hereafter no contract be entered into between the Government and any contractor whereby the Director of Public Works or any other official reserves the right to award additional work depending upon future appropriations.
